Can condition tables refer to parameters introduced in {observable,noise}Formula? #362

In the observable table one can introduce new output parameters (not specified in the SBML model) in observableFormula and noiseFormula.
Is it allowed to use those parameters in the condition table? Current specs say no, but that passage was written before observables were defined in a separate table. Not sure if intended or not updated.

That would translate to condition-specific measurement point specific parameters (e.g. scalings), right? Would sound reasonable to allow ...

I would it also consider plausible to specify the observable and noise parameters in the condition table.
