[cli] test: update dev-server URL fixtures to svc.osmosis.ai

Summary

Rollout server URLs move from *.rollout-{env}.gulp.dev to *.rollout-{env}.svc.osmosis.ai with the gulp.dev domain retirement. Fixture-only change to tests/unit/cli/test_dev_server_commands.py.

Companion to Osmosis-AI/osmosis-monolith#1053 — merge after that migration's svc zone is live (the old URLs keep resolving until the gulp.dev zone is deleted in its cleanup phase).

• uv run pytest tests/unit/cli/test_dev_server_commands.py — 19 passed
