Change poll/vote_count to poll/has_voted_user_ids

Changed needed for live voting. See OpenSlides/openslides-vote-service#306

I checked out the pr of the autoupdate and the vote service. But I get a:
autoupdate-1 | 2025/01/20 13:41:43 Error: connecting to vote service: decoding poll data: json: cannot unmarshal number into Go value of type map[int][]int
Error message, what have I missed?
