I wonder the the meaning in paper "Note that if the distribution of inputs x changes over time during training, for example if they become concentrated in a small region, then finer grid levels will experience fewer collisions and a more accurate function can be learned.".
Is there some intuision about in concentrated small region, the finer grid levels collision will decrease?
