Add RoCE plugin

Collect RDMA over Converged Ethernet information
The new RoCE plugin can be used to retrieve the following data for RoCE
devices:
 - counters
 - HW counters
 - ECN configuration
 - GIDs and their attributes
 - CMA configuration: TOS and mode
