Update to Docs to get ready for MELODIES MONET version 1, which included

• Add a new to Python, GitHub, or Conda page
• Update tutorial info to be on ReadTheDocs
• Move the tutorials section to getting started section and label it tutorials instead of other resources to make it more obvious what other resources mean
• Update publications
• Add funding to the main page on ReadTheDos
• Update main page of ReadTheDocs to include the full Table of Contents. I'm getting a lot of comments and questions from new users that are on the ReadTheDocs so hopefully this helps people realize all the content that is available.
• Add connection to other tools section
• Update to index file for new pages
