Upgrade to Django 1.8.x

Upgrades the codebase to work with Django 1.8.x (1.8.7 at the time of the upgrade work). See #43 for a more detailed breakdown of the work.

Unicode-aware for metadata download

Correctly processes metadata containing non-ASCII Unicode characters. See #42 for the issue and the change that constitutes the difference to v2.0.1.
