Closing Without Merging. we got PR 3288 to un-stall, by pushing a dummy commit.

This is a backup PR in case needed, including a capture of the pushed "Writer/Editor pass" commit that's not yet appearing in PR 3288. Pushed a commit "Writer/Editor pass" to PR 3288, which then became stalled checking mergability status.

Rendered article for review:

We're launching a new site for origin trials at https://developer.microsoft.com/microsoft-edge/origin-trials on 10/17 (tentative).

The old site https://microsoftedge.github.io/MSEdgeExplainers/origin-trials/ will still remain working to support the Ad Selection API origin trial until the new site can. This is noted in the update so that we don't break developers.

This update includes information on how to register and use origin trial tokens and developer guidelines.
