  • Remove the parallel managed lane project cards on i-394 between route 10 and downtown MN
  • Code MNPASS PAY on the corresponding WB (1) and EB (2) on-ramps
  • Code MNPASS CODE = 1 for WB reversible lane and 2 for EB reversible lane
  • Code the general purpose lane as 101 and 102.
  • Remove the parallel managed lane for link 276573, code it as MNPASS PAY = 2. Traffic from both express lane and general purpose lane need to pay to enter the EB reversible segment.
  • Set the number of lanes on link 276573 to zero, and 1 in the AM.

I ran through the resulting network and it looks as expected to me. I don't have any edits
