Add fileSizeMax implementation, with documentation in both languages. change bufsize to bufSize (with a synonym so old seting still works) change blocksize to blockSize (with a synonym so old seting still works)

This PR is a replacement for #1163 ... it should make subscriptions to the citypage_xml data set work without errors.
in the last PR there were many unexplained errors in the tests... I can't reproduce them, and the tests come back when re-running, so trying to re-submit to see if it will pass currently. some kind of github glitch.
