Add ruby-lsp

Proposed Changes

RubyMine comes preconfigured with an LSP meaning that anyone wishing to develop on a different IDE, such as VSCode, will have to manually install one. This change installs the ruby-lsp extension from Shopify and allows us the benefits of a modern development environment inside different IDEs.
