Remove superfluous advice from --tx-proxy description (#20)

Tx-proxy for tor network is able to function without manually adding
onion seed nodes.  Monerod finds outgoing onion peers during the
initial block download even without manually adding onion peers.  This
is seemingly the case since monerod v0.18
