BitBar 3.21

Stable V3 Code before V4 enhancements to:

1)Allow STBitBar Menu Bar to show a selected device status.
2) Allow a device refresh to occur after a Lock device change
3) Provide Macos Sidebar Notification for a device when changed through ST BitBar app
