Adds least-privilege security-events: write while preserving contents: read in the SAST workflow.

Root cause: scheduled main run 33243019133 / job 99075481907 completed CodeQL analysis but failed to upload SARIF with Resource not accessible by integration.

Validation: GitHub Contents API blob readback and compare against 60a357ba0336479cff3391608253bee2d2ca5467 show exactly one file and one added permission line.
