Add symbol for Microchip MIC33050-4YHL regulator.

KLC Violations:
S4.2: Placing VIN pin on left side of symbol is consistent with datasheet and other symbols in Regulator_Switching.
S4.4: Multiple VOUT pins are present on device, so pins in symbol should be stacked.
S5.1: Open PR for footprint: KiCad/kicad-footprints#2353

Hi @cmcquinn , thanks for contributing,

A few comments I have during my review:

  • Footprint filter should be HDFN*1EP*3x3mm*P0.5mm*
  • Description should ends with package name ", HDFN-12"
  • Pin 13 should be called EP and you can move it on the left of PGND to simplify the wiring as recommended in the datasheet (it indicate it should be connected to PGND)
