Support creating and manipulating localized datetimes that can support non-existent and ambiguous hours.

  • Update constructors with strict keyword (default: true)
  • Support accessors and conversions for non-strict localized datetimes
  • Parameterize Localized by strictness to specify promotion rules from strict to non-strict Localized types.
  • Define arithmetic for non-strict localized datetimes

NOTE: Currently based off #145
