Clang v0.19 is not actually being used, because it requires Julia v1.11. |

This pull request changes the compat entry for the
Clangpackage from0.14, 0.17.4, 0.18to0.14, 0.17.4, 0.18, 0.19.This keeps the compat entries for earlier versions.
Note: I have not tested your package with this new compat entry.
