Update IntelliJ plugin compatibility

The IntelliJ plugin version was upgraded from 2022.2 to 2024.1 in the build.gradle.kts file. In addition, the targeted build range has been expanded to include 241.* builds. Updates in the plugin.xml file reflect these changes.
