Change the cache key so that it can be restored

Description

The current additional-cache-key does not match the cache in PRs because it includes github.ref.

Example:
cache-key: qodana-2024.1-refs/heads/main-<commit-hash>
additional-cache-key: qodana-2024.1-refs/pull/<pr_number>/merge

I believe the default for the additional-cache-key should be set to qodana-2024.1-.
