This upgrades ktlint to 1.5.0 and solves a bug with Kotlin 2.1.0 that required a hacky workaround.

Adds Hot Reload to the standalone project.
This requires bumping to a forked Kotlin 2.1.0, and Kotlinter 5.0.0 (with ktlint 1.5.0). It should not be merged until we decide we want HR and are ok with the weirdness in the dependencies.
