A fork of backpack-offer-sender that automatically rounds ref values to the nearest 0.11

• This fork will apply or remove 0.05 ref (equivalent to one weapon) to bot's prices not divisible by 0.11.
• When purchasing items, it rounds the ref values up to the nearest 0.11 increment. For example, an item with a ref value of 1.16 will be rounded to 1.22.
• When selling items, it rounds the ref values down to the nearest 0.11 increment. For example, an item with a ref value of 1.16 will be rounded to 1.11.
