feat: add new command gtctl connect pg (#119)

* fix bug with upload etcd file fail in the case of `OS:linux` and `Arch:amd64`

* fix bug with upload etcd file fail in the case of `OS:linux` and `Arch:amd64`

* run `golanglint` has make error: `TrimSuffix doesn't have side effects and its return value is ignored`
