Adds guidance to help extension users migrate their workflows to DevTools, as well as instructions for maintaining a local build of the extension.

This repo's going to be archived so going to approve as don't feel super strongly, but personally I don't think we need the "Migrating to DevTools" section at all - especially as we have the warning at the top anyway.
