NOTE: it seems like d_library and d_src_library currently behave the same way. Seems like we should make d_library actually consume/produce-as-dep .a file

This PR fixes two issues I was having,
1: d_libraries weren't properly importing other d_libraries
2: d_libraries weren't able to export shared libraries (.so / .dll)
