This PR changes the docs workflow so it runs on all PRs, so we can check that a PR doesn't break the documentation build and can preview changes to the docs using the workflow artifact.
It also simplifies the docs workflow by removing the "preprocess" step. We don't intend for people to view the raw markdown docs so they can use docfx specific syntax.
