Implements/Fixes #2386

Briefly describe the issue(s) fixed.

This PR adds an option that allows FNF to launch the game in fullscreen automatically. This saves the hassle of pressing the fullscreen hotkey everytime you open the game.

Tested on both desktop and web.

Include any relevant screenshots or videos.

I do think all the checkboxes should be together with FPS at the bottom.
