We're trying to figure out how best to run the tests here when there are proposed changes (PRs) in the proof-api repo.

It's not totally clear yet how best to do this, whether to run the tests here in this repo based on certain events in proof-api repo, or possibly clone this repo into proof-api repo to run there in GH actions.

One outstanding question about proof-api is can the changed code in the PR actually be run in the GH actions for that PR or is it only possible to test against the deployed dev API?
