This is a draft pull request related to ftcdocs-private issue 133 about improving accessibility of links. It add link underlining and supports all the link states. It also prevents ftcdocs from opening links to external sites in new tabs. It's not complete as the link styling only works in the light theme.
I also want to start the discussion about no longer opening external links in a new tab.
