#296 - Update Stylx Creation Process

Description

Update the Stylx Creation Process to remove the dependencies on ArcMap. Stylx can now be created in Pro-only.

1. Adds Pro Addin to create stylx from SVGs
2. Changes impacted documentation

Used the app and steps to create a working mil2525d dictionary renderer style file on Pro 2.2
