Namespaces Draft

This is an early working draft of a namespace based region implementation.

An incomplete TODO:

• Implement macro expansion
• Improve noise filtering (i.e. /rg list shouldn't list namespaces if not helpful)
• Implement config setting to turn namespaces "off"
• Improve permission errors
• Update MySQL Storage

This additionally adds the following to help with its implementation:

• A versioned YAML save file system
