Check for docker-sync is running and its version

it fixes issue when you have for some reason (RVM) old docker-sync command which casues running dex not starting the docker-sync

Now it

• Check if docker-sync is running in background
• If not it tries to start it, while checking it's version to be ~> 0.2.0
