This PR introduces an automated Twist announcement for new releases to help keep the team informed about deployments. It is a great addition that streamlines visibility into the release process. However, there is a minor sequencing issue where the previous tag is captured after the new release is created, which will cause the announcement to be silently skipped unless the capture step is moved before the release step.
