Adds a minimal Laravel 11 sample demonstrating deployment with Defang, following the established pattern from n8n and fastapi-postgres-pubsub samples.

Structure

Application: Laravel 11 with Apache/PHP 8.3, JSON API endpoints (/, /health)
Production (compose.yaml): Requires APP_KEY env var, production-ready configuration
Local dev (compose.local.yaml): Volume mounts for hot reload, development settings with test key
Deployment: GitHub Actions workflow for playground deployment

Implementation Notes

Docker entrypoint handles storage permissions for volume-mounted local dev
File-based sessions (not database) for minimal setup
.gitkeep files preserve required Laravel directory structure
Vendor directory included in image, excluded from git per Laravel conventions
