What does this PR do?

Updates SQL Server integration dashboard to use the newer multi metric query dashboard syntax instead of the older "q" style metrics. This change only reformats existing metric widgets. There should be no functional differences.

Metrics were compared against existing and new dashboard json to verify it still works the same

Motivation

Prerequisite change for supporting Otel emitted metrics out of the box
