Fold Chat History and Reports back into the overview as sections, drop the Skills subpage (duplicated by the upcoming Bits product unification and Skills Library), and rename Access Bits Chat to Use Bits Chat to reflect that permissions moved to the overview. Update the nav menu and inbound anchor links accordingly.

What does this PR do? What is the motivation?
The Bits Chat page has grown long, and chat sharing (making a chat shareable with others in the org) isn't documented. This PR:
bits_ai/bits_chatinto subpages, mirroring the Bits Investigation layout: Access Bits Chat, Skills, Chat History, and Reports.
