[AnVIL DX] Add tooltip to direct file download #4742

Description
The direct download is currently disabled for datasets that have no azul_mirror_url. We need to add a tooltip to both enabled and disabled download buttons with the tooltip content dependent on the enabled state. Content TBD - please reach out to @NoopDog.
