Create overarching package to streamline amplitude analysis workflows

As the main ComPWA packages QRules, AmpForm, and TensorWaves are becoming more dedicated to specific tasks, there is a need to move documentation and functionality that is specific to doing an amplitude analysis to an overarching repository or package. Currently, tensorwaves is kind of fulfilling that role with its Amplitude analysis tutorial and the fact that it is used as a container for QRules and AmpForm as upstream packages.
