Prevent repeated API requests when viewing hashtags.
The hashtag view was repeatedly fetching the same hashtag data after the state was updated, causing the page to flash blank as the view was repeatedly destroyed and re-rendered.
The change ensures hashtag data is fetched only when the requested hashtag is not already loaded.
