I tried to port to Meson but neosurf-gtk does not work (SIGSEGV on launch).
Both neosurf-vi and neosurf-gtk have several "illegal read" with valgrind memcheck.
So I create a draft instead of a pull request, I hope you can fix it but keep in mind Netsurf is actively maintained (with libcss and the others libraries), so I suggest to use system installed libraries (libcss, libnsutils, etc.)
