Why?

We need a consistent and high quality change log for each release.

What

  1. Add makefile support to run claud to automate and summarize changes make for a release.
  2. Add CLAUDE.md file for guidance of claude tool
  3. Remove old change logs
  4. Tie new change log into release process for agent
  5. Ensure new change logs used when publishing chart
