WIP - cloud waitlist page

Summary

Adds a waitlist page under the Cloud Section with the intention of centralizing waitlists in one section. Needs to be verified by PM for accuracy, as this was built on data from 01/2026.

@krithika-ch - This is an intial draft of what the waitlists page could look like, will need to be verified with up to date information before publishing

cc: @Blargian - could be part of the larger waitlist process and what that looks like. Feel free to close if duplicated work.

The key cloud waitlists are covered - BYOC, Stateless workers, Distrubuted cache, Lakehouse. Ones that are missing for cloud: new regions https://clickhouse.com/docs/cloud/reference/supported-regions

@dhtclk This is okay as a temporary solution but we need a way for it to update automatically based on waitlist changes in-sync with the website updates otherwise it will just get stale.
