This is a small change from where mainnet ended up after the 2.1 vote - the voting contract is the same as the one used in that vote and the submission extension has the following changes;
in order to align with Foundation wishes to better integrate the three voting mechanisms (dao, solo stackers, pool stackers)
The submission contract has two parameters to control the minimum value for the delay before voting can begin and the duration, see
within these limitations the proposal start and end heights can be set more precisely by the successful funding transaction.
