CAHC still using 'devicemapper' as docker storage driver #341

Another case where CAHC is out of sync with the reset of the Atomic Host streams.

I'm trying to figure out the right tweak to the compose in order to default to overlay2 like the rest of the streams, but I've not been able to figure out where that default is getting defined. I'm guessing something in container-storage-setup is responsible, but I can't figure out exactly where.

I want to get CAHC looking more like the rest of the AH streams. @cgwalters can you help a brother out?

Almost all of the streams are using `overlay2` as the docker storage
driver now, so we can remove a lot of the conditional workarounds we
had.

If we can get CAHC to switch to `overlay2` (see
CentOS/sig-atomic-buildscripts#341), we can simplify this role even
more.
