[BUG] Login and language dropdown menu combined can jump the horizontal bar depending on size.

Describe the bug
Local User login/logout seems to kick it out on smaller screen sizes

To Reproduce
On smaller screen size, eg. laptop, positioning means that the login/language combination on the right of navigation can shift the horizontal

Expected behavior
Graceful handling at different screen sizes
