CSCEXAM-1668 Fixed question copy in collab exams - #1459

Conversation
Collaborative exam questions only exist in the XM exam document, but copying posted them to the local question copy endpoint, which could not find them and answered 403. The copy is now built client side and inserted through the collaborative section endpoint, which assigns new ids. The attachment is not carried over, since sharing one XM file between two questions breaks the other once either removes it. QuestionService.copyQuestion now returns 404 for a missing question instead of reporting it as an access error. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
