We often want to run the same calibration routine on parameter sets that make varying assumptions.

Requirements in ABMWrappers:

1. Wrappers work with ixa, GCM, and Azure to run simple calibration routines
2. Scenarios and calibration can be called in the same workflow (through a function or standard Makefile)
3. Call changes from a config file rather than making adjustments to code
4. We offer troubleshooting and documentation
5. We remove all hard-coded choices (seed column name, base scenario name, move workflows into unit functions)
6. We provide improved pytests of all functions.
