Adds AWS Application Recovery Controller emulation.

Services

  • route53-recovery-control-config — clusters (PENDING→DEPLOYED, five regional cluster endpoints), control panels (default panel), routing controls, ASSERTION/GATING safety rules (ATLEAST/AND/OR, Inverted, WaitPeriodMs), AWS delete conflicts.
  • route53-recovery-cluster (data plane) — DescribeCluster returns endpoints shaped <server>/route53-recovery-cluster/<clusterId>/<region> that route back to gopherstack; point an SDK client at one and Get/List/UpdateRoutingControlState(s). Updates evaluate safety rules atomically (ConflictException names the rule; SafetyRulesToOverride honoured).
  • route53-recovery-readiness — readiness evaluated live against owning services (ELB, Route 53 health checks, SQS, SNS, Lambda, VPC, CloudWatch alarms, DynamoDB, DNS records); UNKNOWN for unevaluated types.
  • arc-zonal-shift — zonal shifts on ALBs/NLBs with expiry and conflicts, practice runs with blocking/outcome alarms and windows, appliedStatus precedence.
  • Route 53 — RECOVERY_CONTROL health checks follow routing control state, so failover DNS answers follow control flips.

Also: IoT's GET /rules matcher no longer claims requests signed for another service (found via readiness ListRules).

Dependencies

Adds route53recoverycontrolconfig, route53recoverycluster, route53recoveryreadiness, arczonalshift; these pull aws-sdk-go-v2 core v1.47.1→v1.47.3 and smithy-go v1.28.1→v1.28.5 (patch).

Tests

SDK-driven table tests per service (synctest for time), and a full-stack TestARCRecoveryControlFullStack: create cluster/panel/controls/ATLEAST-1 rule, build a data-plane client on the returned endpoint, a both-Off update is rejected naming the rule, flipping a control changes the Route 53 health check and failover answer. Each behaviour was shown to fail with its implementation reverted.

Known gaps (PARITY.md): readiness rule IDs are emulator-defined and some resource types report UNKNOWN; zonal shift doesn't list ASGs/EKS; autoshift and RAM resource policies not emulated.

- route53-recovery-control-config: clusters (PENDING/DEPLOYED, five
regional endpoints that route back to this server), control panels
(default panel), routing controls, ASSERTION/GATING safety rules
(ATLEAST/AND/OR, Inverted, WaitPeriodMs) with AWS's delete conflicts.
- route53-recovery-cluster: Get/List/UpdateRoutingControlState(s) via the
cluster endpoints from DescribeCluster; every update evaluates the
  safety rules atomically (ConflictException names the violated rule;
  SafetyRulesToOverride honoured).
- route53-recovery-readiness: recovery groups, cells, resource sets and
readiness checks evaluated live against the owning services (ELB,
Route 53 health checks, SQS, SNS, Lambda, VPC, CloudWatch alarms,
DynamoDB, DNS records); UNKNOWN for unevaluated types.
- arc-zonal-shift: zonal shifts on ALBs/NLBs with expiry, conflicts and
appliedStatus precedence; practice runs with blocking/outcome alarms and
  windows (--lifecycle-arczonalshift).
- route53: RECOVERY_CONTROL health checks follow routing control state,
so failover answers follow control flips.
- iot: GET /rules no longer claims requests signed for another service.

Adds the four SDK modules (core SDK and smithy-go patch bumps they
require).

Merge Risk: 🔵 Low · up to acae3

This change adds ARC emulation, and the open concerns are minor correctness and documentation gaps, such as a loose authorization match and a wrong lifecycle flag name. They can be fixed after merge without data loss or an outage.

Security architecture risk: 🟠 High · up to acae3

The new recovery data plane may expose control updates through URLs exempt from IAM enforcement, potentially affecting multiple recovery clusters and their DNS health checks. Additional transition weaknesses can produce unsafe recovery-state reports. These risks concern the emulator; exposure of production AWS resources has not been established.

Retained concerns

  • High · security · inferred: The new cluster data plane accepts ToggleCustomerAPI targets outside its cluster endpoint path. On an internal-prefixed URL, the existing IAM exemption would skip policy evaluation; the resulting empty cluster identifier also removes cluster filtering. This creates an inferred path to cross-cluster recovery updates and caller-supplied safety-rule overrides. The exemption is pre-existing, but this recovery authority is new. Final production route precedence and outer protection remain unverified.
  • Medium · reliability · observed: Practice-run initiation uses a conflict check that counts only customer zonal shifts, not existing practice runs. With a valid configuration and no customer shift, successive practice runs can target different zones of the same resource. All those runs are reported as applied, allowing every zone to receive weight zero. Serialization does not prevent this repeated-transition failure of the no-zone-left containment invariant; the demonstrated outcome is emulated applied-state reporting, not verified load-balancer traffic loss.
  • Medium · reliability · observed: A RECOVERY_CONTROL health check falls back to its stored status when its authoritative routing control disappears. Health checks start with stored Healthy status, and routing-control deletion checks safety-rule references but not dependent health checks. Consequently, deleting an unreferenced Off control can change its dependent health check from Unhealthy to Healthy and make a DNS record eligible again. Normal live-state resolution works, but missing-owner recovery silently abandons that authority. This lifecycle failure arises from the new control-to-DNS integration.
Security review details

Security Blast Radius

  • inferred — Unscoped cluster dispatch can reach controls across the shared control-config backend, rather than one endpoint cluster. Updates can propagate into dependent emulated health checks and DNS eligibility. The demonstrated authority is emulator state; production AWS access, host execution and credential compromise are not established.

Security Findings and Attack Paths

  • inferred — The principal attack path is a caller-controlled ToggleCustomerAPI update sent on an IAM-exempt internal-prefixed URL. If selected by the cluster matcher, policy evaluation is skipped, cluster scope becomes empty, and supplied control ARNs and safety-rule overrides reach the shared state owner. This is a static architectural inference, not an end-to-end verified exploit; final route precedence remains a coverage gap.

Trust Boundaries and Controls

  • observed — When enabled, IAM enforcement is installed in the shared service registry. Its existing internal-path exemption runs before caller policy evaluation. Separately, safety-rule evaluation remains atomic, and overrides require existing rule identifiers; these are state-integrity controls, not substitutes for caller authorization.

Resilience and Maintainability Implications

  • observed — Normal-path integration assertions cover rejected unsafe updates and control flips changing health and DNS. Failure containment is weaker at ownership loss: a missing control falls back to stored health instead of preserving an explicitly defined unavailable-owner state.

Hardening Proposals

  • proposed — Require a validated cluster endpoint identity for data-plane dispatch, and apply AWS-service authorization according to the selected service rather than exempting requests solely by URL prefix.
  • proposed — Define recovery invariants over effective applied shifts and dependent health checks: account for existing practice runs before admitting another, and specify deletion and restore behavior when a routing-control owner disappears.

Replace the break with a helper that returns early.

The guideline says: "Avoid break statements; any loop break should be factored into a separate function with a fast return". slices.IndexFunc does the same job.

ExtractOperation returned a substring of X-Amz-Target read through the
shared header helper, which CodeQL tracks as sensitive header data
flowing into the request-logging calls (go/clear-text-logging). It now
returns only a constant from the supported-operation list, or
"Unknown". Guard tests for all four ARC services assert operation and
resource labels don't change when credential headers are present.

types (API Gateway v1/v2 stages, Auto Scaling groups, EC2 customer
gateways/volumes/VPN gateways/VPN connections, classic ELB, MSK, RDS

- arc-zonal-shift: Auto Scaling groups with zonal shift enabled in
their AZ impairment policy and EKS clusters with zonalShiftConfig
enabled are managed resources; disabling it unmanages them.
- route53-recovery-control-config: cluster endpoints use the scheme and

  host.docker.internal get reachable endpoints;
  ROUTE53_RECOVERY_CONTROL_ENDPOINT overrides.

…t empty dnsTargetResource

- elbv2: placeSubnets resolved subnets by searching every region's EC2
backend and taking the first match, so subnet-default always landed
in us-east-1a. It now looks the subnet up in the load balancer's own
region, which also fixes zonal shift reporting use1 zone IDs for
load balancers in other regions. arc-zonal-shift reuses EC2's AZ to
zone-ID mapping instead of its own copy.
- route53-recovery-readiness: CreateResourceSet/UpdateResourceSet treat
an all-empty dnsTargetResource as unset (the Terraform provider sends
one alongside resourceArn) and don't store or echo it back. The
resource-set Terraform fixture is no longer skipped.

The goroutine-leak check in TestMain flagged an http2 client read loop
from TestHTTPSSubscriptionDelivery: ts.Client() keeps connections
alive, and under CI's coverage slowdown one could outlive ts.Close().
Disable keep-alives on the test client, as production
newDeliveryClient does, and close idle connections on cleanup.

…t type list, reload loaded tabs on region change

- Safety-rule control names and the Create Safety Rule picker read
every page of ListRoutingControls; the cluster page reads every page
  of ListClusters.
- Readiness resource-set types come from one list matching the
  backend's 20 types (adds AWS::SNS::Subscription and
  AWS::Route53RecoveryReadiness::DNSTargetResource).
- Changing region refreshes every already-loaded tab (new
createTabLoader.refreshLoaded) instead of only the active one.

- restroute: an oversized request body returns 413
  RequestEntityTooLargeException instead of 400 ValidationException.
- arc-zonal-shift: StartPracticeRun rejects a second practice run while
one is active on the resource (ConflictException,
  ZonalShiftAlreadyExists).
- route53-recovery-control-config: creating a control panel, routing
control or safety rule under a PENDING_DELETION parent is a
ConflictException. Safety-rule evaluation and the DeleteRoutingControl
conflict iterate in a stable order, so the rule named in errors is
  deterministic (TestSafetyRuleCRUD failed 8/50 before).
- route53-recovery-readiness: cross-account authorizations match the
account ID exactly instead of by substring.
- docs: correct the lifecycle flag to --lifecycle-route53-recovery, with
a repo-wide guard that every documented --lifecycle-* flag exists.

- Fixtures now cover every route53recoverycontrolconfig_*,
route53recoveryreadiness_* and arczonalshift_* resource in provider
  v5.100 and v6.69 (adds autoshift_observer_notification_status, a
DNS-target resource set and a v6 control-config fixture with tags and
network_type); neither version has data sources for these.
- Opt-in harness fields: noDrift asserts an empty plan after apply and
after an update; update/verifyUpdate re-apply a vars overlay and
check the backend. ARC cases update names, wait_period_ms, tags,
  observer status and autoshift windows.
- tofuEnv sets AWS_ENDPOINT_URL so plans hit the same endpoint as
  applies.
