Checking in project cards coded for future year networks from AlaCC.

• Note there are some AlaCC specific project cards that add/change variables either AlaCC-only or TM1.5 framework only. Those might not be relevant to MTC TM2
• Note the team coded these project cards did not use dependencies when applying them... Therefore, the dependencies in these project cards might not be correct.
