Idea: have an eye an the status of this issue with ifcTester
is working
is working with e3_checkIFCIDS
more clear, because not all needed properties are included, only those not able to enrich
make the ids file general

so e1_checkIFCIDS_dev can run without interaction
use other ifc file and no given answer for the decisionhandler
this is working used as starting point for change the structure
seperate logic and procecces for checking only include some check functions for BPS e1_checkIFCIDS_dev.py example is working
