Increase Azure.Identity to v1.12.1

Issue describing the changes in this PR

As titled, routine PR for WebJobs.Extensions.DurableTask v3 release.

Azure.Identity v1.11.4 -> v1.12.1

Although there is newer version of Azure.Identity like v1.13.1, v1,13,0 , but it uses Azure.Core v1.44.1 which Functions Host runtime couldn't load for now.
